Flowey is significantly more violent. This doesn’t matter much though because Frisk picks him during their first encounter and he acts as their “devil on the shoulder.”
Flowey has an overall cuter design.
Toriel:
Is not very overprotective of people. Instead she believes that people can handle themselves. Is still happily married to Asgore.
She wears a more teacherly dress.
Frisk:
Frisk is perfectly content in the Underground. They think it’s better than the surface in fact.
They have a backpack and a happier expression.
Papyrus:
Papyrus is very focused on becoming the Underground’s greatest chef.
He wears a chef hat.

Undyne is a lot more concerned about her relationship with Alphys to do much fighting.
She wears clothes similar to her dating clothes but more anime.
Alphys:
Is now in the robot business. Has a higher self-esteem but is still awkward and weebish.

Is more embracing of his soft side.
Alphys has improved the battery of his EX form.
Asgore:
Re-raised the Undergrounds hopes instead of having a temper tantrum like a big baby… Still happily married to Toriel.
He wears a more casual outfit.
Napstablook:
Bought a robot body from Alphys. Retains his quirky-ness but now is a bit cheerier. Renamed himself to Blot.
He’s a robot now.
Mad Dummy:
Bought a robot body from Alphys. Is normally chill but can lapse into being mad. Renamed himself to Sus.
He’s a robot now.
